What You Do 

The Community Association Manager effectively manages the properties within their assigned portfolio in accordance with each Association’s governing documents, EJF’s established policies and procedures, all Federal, State, and County Fair Housing Laws, the American with Disabilities Act, and all other laws pertaining to housing. This role will also support the management of financials and work to minimize delinquencies and expenses, all while providing quality service and creating value for each Association.   

The Community Association Manager, directly or with onsite staff, works to support and assist in the management of all aspects of day-to-day operations of the property, including accounting, tenant relations, maintenance and repair, security, janitorial services, landscaping, snow removal, etc.


Duties and Responsibilities:

General Management & Administration   

  • Serve as the primary point of contact for the Association, fostering positive relationships with Board members and residents while ensuring high levels of client satisfaction.
  • Complete responsibility for all management services at the property.
  • Ensure that all rules and regulations that govern the Association are enforced.
  • Maintain records for all aspects of the operation of each Association.
  • Negotiate contracts and update the contract analysis for association.
  • Ensure quality control of employee workmanship, contractors, and competitive pricing.
  • Process incident/accident reports and insurance claims, handle potential litigation requests, and follow through with the direction of the Board of Directors.
  • Attendance at Board Meetings per Management Contract Requirements.
  • Maintain a calendar of contracts, expiration dates, and key dates in the competitive bidding process for all contracts.
  • Maintain all common elements in good working order.
  • Be available to be on-call to handle after-hours emergencies as needed.
  • Provide excellent customer service and maintain open lines of communication with fellow employees, residents, Board members, and outside vendors.
  • Prepares owners notices, replies to owner correspondences, provides insurance company information and recommendations.
  • Represents EJF to owners, government, contractors, suppliers, etc.
  • Informs Board of Directors and Human Resources of personnel needs.
  • Oversee and manage all responsibilities of the onsite staff.
  • Conduct periodic inspections for the purposes of maintaining the property. enforcing rules compliance,      and ensuring that work is done to specifications.


Financial Reporting & Budget Administration  

  • Review and monitor the Monthly Financial Reports for the Board of Directors, to be discussed during scheduled Board Meetings.
  • Prepare an annual draft budget for the Board’s review and approval.
  • Obtain competitive bidding for all contracts based on written specifications, with the final decision made by the Board of Directors.
  • Authorize purchases and approve invoices for payment.
  • Identify opportunities to reduce overhead costs.


Capital Improvements & Physical Plant

  • Recommend and report to the Board improvements needed on the property.
  • Prepare and implement an annual budget along with working capital reserve projects.
  • Perform monthly inspection of preventative maintenance logs and ensure compliance with schedule.
  • Provide the Association with options regarding energy management and capital expenditure.
  • Oversee contractor activities to include receiving certificates of insurance, copies of bonds, manufacturer’s warranties, release of liens, reviewing and enforcing the quality of workmanship, and warranties.
  • Establish and maintain standard operating procedures for all maintenance tasks, while developing and managing a preventive maintenance and inventory program for mechanical, plumbing, and electrical equipment, as well as common heating, cooling systems, and frequently used repair parts.


Supervision of Onsite Staff 

  • With HR support responsible for hiring, training and supervising onsite staff in accordance with EJF policies and in accordance with local and federal employment laws and practices.
  • Assists onsite staff with training and development and addresses performance issues in a timely fashion.
Requirements
  • 3–5 years of experience managing residential communities, preferably condos or HOAs.
  • Knowledge of association governance, bylaws, budgets, and relevant laws (DC, MD, or VA).
  • Experience managing multiple communities in a portfolio environment.
  • Availability to attend evening board meetings and perform occasional site visits.
  • High school diploma or equivalent required; Bachelor’s degree preferred.
  • CMCA (Certified Manager of Community Associations) required or must be obtained within 6 months.
  • AMS or PCAM designation is a plus.
  • Proficiency with property management and customer service platforms (AppFolio, CINC, Vantaca, or similar).
  • Valid driver's license and reliable transportation required.


Working Conditions

  • Full-time, exempt position.
  • Regular business hours (Monday–Friday), with evening meetings as required.
  • Hybrid work schedule.
  • Frequent local travel to client properties (DC, Maryland, and Northern Virginia).
  • Fast-paced, high-interaction role requiring responsiveness and proactive management.
